This seems to be most associated with SoundMAX onboard audio, but may also effect other sound devices.

The problem manifests itself in the loss of audio if you try to seek or fastforward/rewind while playing AC3/DTS audio (either in a DVD or a Media file).

This seems to be a bug in the portcls.sys file that is part of Windows XP SP2. Replacing that file with the version that comes with Windows XP SP1 (v5.1.2600.1106) and rebooting seems to cure this problem.

The problem is, you can't simply replace this file, Windows file protection will restore the latest version (the buggy one from SP2). You can be sneaky and replace the file in all its locations (probably best in the order listed):
C:\Windows\Driver Cache\i386\sp2.cab (within the CAB archive)
C:\Windows\Driver Cache\i386\drivers.cab (within the CAB archive)
C:\Windows\system32\dllcache\
C:\Windows\system32\drivers\

Another method is to disable the windows file protection.
